Honest Hearts can be done at a reasonably low level, and in fact, has some great loot for lower level characters (6-10). Lonesome Road/Old World Blues have hard hitting, tough enemies so I would recommend 16-20.

I've finished OWB and HH DLCs and am lvl 37. I tried reinstalling the game data, I don't have the (CA) DLC item cause I deleted it a while back. I also tried reinstalling the dead money DLC. I see "dead money" appear in the DLC list, but still have just the radio signal. My lvl caps did go up with each DLC that I got.
